PARAMETER	DESCRIPTION
blow_up	If True, raise an exception. TYPE: bool DEFAULT: False

RETURNS	DESCRIPTION
bool	True if no exception was raised.

RAISES	DESCRIPTION
RuntimeError	if blow_up is True.
